Interestingly, the Child and Adult Care Feeding Program (authorized under
the national School Lunch Act) *does* provide reimbursement for childcare
centers providing breastmilk to infants. This was authorized under a 1999
amendment. If a childcare center participates in the program (and to be
eligible in most States at least 1/4 of the participants must receive title
XX benefits; in a few states at least 1/4 must be eligible for free or
reduced school lunches) they are allowed to be reimbursed at the same rate
as if they provided formula. The regulations, in fact, *encourage* centers
to provide breastmilk over formula: "Breastmilk or formula, or portions of
both, may be served; however, it is recommended that breast milk be served
in place of formula from birth through 11 months."
