Ideally any baby getting milk from another container (other than mom
directly) would be getting mom's milk in that container.  Before getting
into whether or not this mom should consider using formula for missed
feeds (whatever the reason), I would first work on getting her more
effective pumping.  Here's what I tell moms about the battery/electric
pumps (of which the mentioned Evenflo is but 1);
    "I don't know what percentage of moms who use these pumps find them
effective, but I can tell you
    that at least 9 out of 10 moms who contact us with problems pumping
are using this style of pump.         They seem to work fine for some
moms (based on what they tell me when I see them in the hospital with
subsequent babies), but I also see many moms having trouble with them
which clears up with a change
    in the type of pump she uses."
Because this type of pump (with the exception of Medela's Mini-Electric)
gives constant suction, mom must "cycle" the suction periodically.  I
recall seeing some figures several years back that indicated the cycles
must be at least 8-15 seconds long to get any milk.  This is very
different from baby's 1-2 second cycles.  Over and above the many other
differences between baby's nursing and the action of a pump, I suspect
that this rhythm is so different from baby that her body may not
"recognize" it as a signal that the milk should be released.
The mom you mentioned probably doesn't need one of the ''Cadillac"
double models for her circumstances.  She may find that using an
effective manual pump (most moms I work with prefer the Avent hand pump)
will yield more milk than the one she is using now.
