Barbara, I guess you are talking about US states -- here in Europe we use
the term 'state' to mean 'sovereign nation', so, for the state of the UK, or
for each of its four countries (since we have some devolution of governement
adn certainly in terms of breastfeeding and political responsibility this
has meant that the 4 UK countries have different methods of government
responsiblity for bf), the thing I would most like to see is the creation of
a post to be filled by each in-coming government that is responsible for
breastfeeding.  A junior minister for breastfeeding, it would be here. This
person might be allied to either the minister for women, for health or
whatever, but unless and until there is someone who is *answerable* for
government action or non-action on breastfeeding, we will continue to
struggle.  This person would be the one to lobby, to question and to educate
and to invite to do the Code course in Penang etc etc.

I forget how the system works in the US (don't tell my 8th grade teacher) so
you have to translate that into American.
