Are any hospitals really reweighing babies at 24 hours of age?

In most hospitals I have come in contact with, babies are reweighed on
the night shift usually around midnight. This doesn't give an accurate 24
hour weight. Some babies are less than 12 hours old when reweighed at
midnight (so they probably wouldn't show much weight loss) and some may
be a few hours over 24 hours old (so naturally they should show more
weight loss).

Just one factor I've seen that enters into the wide variation in weight
loss.
