"About 64 percent of American women breast-feed during
their infants' first weeks of life. That's up from 50
percent a decade ago, but short of a federal goal of
75 percent.
By 2010, at least half of mothers will breast-feed exclusively until infants
reach 6 months, and at least 25 percent will continue breast-feeding until
the baby's first birthday."


Why are these goals so WIMPY??
What was the time frame for getting parents, and I mean all parents, to use
safe infant seats in cars?  Getting bikers to use helmets on motorcycles?
Did they start by trying to get at least 75% of drivers to TRY infant seats
over the course of 10 or 15 years, and at least 25% to use them consistently
by the end of that period?

Are there any public health policy experts out there who could respond to
this?
