It's my understanding that embryonically, breasts are modified sweat
glands. Therefore I wouldn't be surprised that she may also have
mammary glands that don't produce. I admire this mother's
persistence. At some point she may be better off accepting that she
will nurse with a supplementer and to concentrate on enjoying the
experience as it works for her rather than continuously trying to
make it "perfect".
Incidentally, I use this fact (that breasts are modified sweat
glands) in explaining that breasts don't empty and then need time ro
refill. I point out that on a hot day, one doesn't sweat out all
the sweat and than have to wait for the glands to refill before
sweating again!
