Not *enough people who want to take the exam in a certain language*, but someone
who is able and willing to translate. Translation exam questions is extremely
difficult, for it has to literally be the same, but still good language, and it
has to be re-translated (back into English) to double-check. You could ask in
private email for the email adress for the person who has been doing this for
Dutch. She'd be able to tell you more about this.
