I would continue with fenugreek, ease up on extra pumping (tiring) and see
if mom would supplement via SNS type device.  You can't increase what is
not there (in terms of breast tissue) and I   just think  her whole nursing
experience would be much more satisfactory if "making milk" ceases to be
the goal and "nursing" (feeding baby at breast) becomes the goal.  Just my
