If the mom believes that strongly that to succees at breeastfeeding
she must use the shells, then why not help her find some. While
most of us may doubt if it will make any physiological difference, I
don't think they'll do any harm. If she is convinced she needs them
and can't get them, her breastfeeding will likely not go well. Who
was it that said "Breastfeeding is a confidence game"? It would be
a different matter if what she believes she needs is likely to
interfere with effective breastfeeding (as most of us believe could
happen with shields in the absence of a physiological basis for
using them).
