The baby has no hard hat.  The mother is obviously high on a high-rise
building, very loosely and casually holding the baby with one arm while she
breastfeeds.  The mother has no bra.  (not that *I* object to no bra)

Given the context of the discussions current at the time, about having
breastfeeding babies at work, giving mothers official time off to go
breastfeed them (whether paid or not) or to go pump, etc. . . . . there were
a lot of negative voices saying "Babies do NOT belong at the workplace --
they are disruptive, the workplace can be dangerous, it would be a huge
distraction" while on the other side the pro-bf voices are saying "Babies
should be at work, they would cause no problems, it is safe for them, etc."

Given this context, I think the picture was showing "Look at the ridiculous
outcomes we might get if the pro-bf lobby gets its way.  Babies in unsafe
workplaces, totally inappropriate places for women to be breastfeeding
(therefore inappropriate for women to be?), etc.  I think it was meant to
show how ludicrous the pro-bf lobby's ideas were, if carried to their
natural conclusion.  The people I have shown the picture too who think it is
anti-bf always mention first the danger to the baby, and second, the
exposure of the woman's breast with no bra.
