I don't work for a hospital but I have worked for the Canadian equivalent of
child protective services (usually called CAS or FACS here) for more than
ten years.

In that time, I have known of only one situation where a child was
"apprehended" because parents were going against medical advice. This was a
baby with cancer whose parents wanted to seek alternative treatments instead
of the surgery and chemotherapy recommended.

You would need to have (in my area, at least) some pretty convincing
evidence that the parents' "medical neglect" was dangerous to the baby in
order to request that the baby be apprehended. If the parents could show
that this was not a required procedure at another hospital, or if they could
show a study or some other evidence opposing the procedure, it would be hard
to make a case against them.
