Either one is a Resource Center or one is not.  There is nothing "official"
about it.  This person is trying to elevate themself to some status that
doesn't exist - but that shouldn't surprise us.   Professional Breastfeeding
Resource Centers are not "policed" by LLL.  These centers pay a membership
and are provided with LLL materials to share with clients.  There is no sort
of application involved.  It's a very nice service, but the members do not
represent LLL in any fashion.
