Ilene, Report her to her supervisor.  There is no evidence that this is therapeutic or within the range of acceptable practice.  In fact, she's leaving herself, and probably her agency, open to legal action, should this mother and baby have problems with supply and getting back to breast(that because she's not using the correct tool to begin with).
