Topical steroid eye drops have been discussed before.  The amount is so
small that systemically it is insignificant. Hale is discussing long term
use of large doses of oral steroids, not eye drops.

I think the idea of eye dryness contributing to the problem  makes sense and
there are eye drops for eye dryness that may be useful.
