Jessica,
I would strongly encourage you to have mom immediately and completely
eliminate all dairy products from her diet.  The reason for this is:

1) dairy allergy can cause poor weight gain
2) dairy allergy can cause intestinal discomfort when eating (arching)
3) dairy allergy can cause thickened and increased mucus resulting in
        *ear infections*!
This may not be the problem here, but, I'll be surprized if it's not, or
something similar.
