If it was ductal carcinoma in situ, it's not an emergency. It's a slow 
growing, non-malignant cancer. It needs treatment, but not tomorrow. If 
it's invasive ductal carcinoma, then she needs speedy treatment.

If she had a stereotactic needle biopsy, they might have only gotten a 
smalll sample of the tumor. Sometimes parts of the tumor are more 
benign, and others are more malignant. With her history, she might want 
to have an excisional biopsy (removal of the lump for examination). She 
needs to balance the slight increase in cancer after breast surgery with 
the chance that the biopsy results were not accurate.
