I assume that with mastitis you mean the whole classical clinical
presentation​: painful spot (with or without visible redness), fever,
chills, etc. If this is so, and she has had three bouts, and antibiotic has
failed, then a milk culture is needed.

On the other hand, oversupply and a baby that has some difficulties (high
palate, shallow gag, on-and-off latching) probably means the breast is not
well drained, wich is associated with mastitis.

So you have three open fronts: helping that baby be more efficient,
managing the oversupply, and seeing if there is any resistant bug in that
milk.
