Possible, yes.  Difficult potentially, but definitely possible.  The oldest
I've helped with  a complete relactation is 5 mo. old, and baby hadn't nursed
for 4 mo.  However, I have seen an older sibling.....even as old as 3....who
hadn't been nursing since near age 1....that was gently taught to go back to
the breast successfully.  It's made easier when milk was available due to a
newborn sibling, but the milk supply issue can be brought on with the aid of
a pump to get the supply started.  The difficulty of teaching to latch really
varies according to the child.  I have seen it most successful when all
sucking needs were met at the breast, without interference of bottle or
pacifier.  Hope that helps.  Of course this is an issue with many variables
to each individual situation.
