I often substitute teach at a preschool/daycare which follows the same
rules.  The idea, of course, is to prevent depriving the children of food
in order to stretch those federal dollars further than intended.  It
results in a great deal of waste, so we serve only the tiniest smidgen of
each food which must be offered, if we know the children will reject it
after one bite (if that).  It's not about forcing kids to eat or drink.  So
the daycare needs to offer, really and truly, but if the child refuses,
there is no problem.  If the child drinks the milk gladly, the mom should
certainly be able to request a different type of milk, less calorically
dense, perhaps.  We have kids with allergies/sensitivities who drink (or
are offered and then ignore) other milk substitutes.  Substitutes have to
be in unopened commercial packaging when they come to the school, so I'm
actually pleasantly surprised to know that this mom was allowed to send
EBM!  Since her daycare clearly flexes that commercial packaging rule,
perhaps she could still send something and call it milk, but use
ingredients she herself is comfortable with.

The requirement to offer *something*, though, is a real rule and they would
get in significant trouble for flouting it.
