UNICEF has some information on their webpages from the Progress of Nations
1997 Nutrition Commentary.  The information you want begins here:

This includes information on the International Code of Marketing of
Breastmilk Substitutes, Baby Friendly Hospital Initiative, and a
country-by-country breakdown of compliance.  Very useful.
