 photographs not only require the consent of the photographer but of the moms
 being photographed."

If a mother has signed a release, then the photos are the property of the photographer to use or sell as (s)he sees fit. Professional photographers also own their negatives and all prints from their negatives, since it is the artistic creation (the photograph itself) which is copyrighted. If there were limitations on the use in the contract, then those limitations apply. If the mother gave permission only for a particular use, such as for a website, then she may not realize that anyone can download just about anything from the internet. If she gave no permission for use, then the photogpaher is taking great risk in printing or publishing and is also responsible for their illegal use by anyone else.
