My copy of the 1908 Edition of The ABC and XYZ of Bee Culture shows a different illustration of a skep. The one you have looks like it is either from a much earlier source, like Diderot's Encyclopedia of 1660 or a stylized more recent illustration.
The 1919 Edition shows photos of skeps.
The 1929 Edition shows different photos.
The 1947 Edition also.
The 1959 Edition shows the picture you are asking about. Seems I have seen that illustration used as a frontice piece of a 17th or 18th century book on bees. Seems like something that old would be public domain by now.
