As far as I know there are no similar recommendations for powdered human
milk fortifier.  Anyone know if the risks are the same?

Dear Linda,
The American Dietetic Association advises against using any powdered
formula or product because of its potential risk to cause infection. 

They state "commercially prepared powdered human milk fortifiers
provide optimal nutrition for premature infants but are not sterile and
potentially confer similar risks as formula powders.  Alternatives to
powdered human milk fortifiers include sterile liquid-concentrated
formulas or sterile liquid human milk fortifier and ready-to-feed
supplements that may be added to human milk. These sterile liquid
alternatives do not provide an equivalent nutrient profile for preterm
infants when compared to the powdered human milk fortifiers.  ....If no
alternatives to a powdered product are available, care must be taken to
minimize the risk of infection when using the powdered product."
