I predict that the other formula milk manufacturers will highlight 
the fact that they are *not* contracted to WIC, and make the most of 
their difference....they're 'too good' for WIC.

Could be a bit like when I was a kid (50s and 60s) and the National 
Health Service had only one style of spectacle frames for children - 
one style (very round, very owlish, very ugly) in two colours (a 
horrible shade of blue for boys and a nasty pink for girls).  None of 
the kids who wore specs ever wanted to wear NHS specs. In fact, 
wearing NHS specs was an obvious sign of poverty.
