The structure of the breast would probably make liposuction no more safe
for breast reduction than conventional surgery.  The glandular tissue is
distributed throughout the fat tissue in lobes.  The fat forms a
protective, supportive background that allows proliferation of the
glandular tissue. Without any fat tissue at all, the glandular tissue
development seems to be impeded.
Liposuction is not a gentle technique.  It is pretty violent, and would
surely disrupt the delicate ductal structure.  Unless a good localization
procedure were developed for the little pockets of fat, and a tiny
liposuction catheter developed, and a new means of tissue disruption
discovered to break apart the fat so it could pass into the small
catheter without damaging glandular tissue, the chance of liposuction
being used to do safe breast reductions seems small.
