Thanks to all who responded to my request for info regarding which states
in the US have peer counseling within WIC (the Special Supplemental Food
Program for Women, Infants & Children). Here is what I learned:

Peer counseling exists in at least eleven states plus the District of
Columbia, including DC, DE, IN, MA, MI, MO, MN, NY, NV, WA, TX, VA.

I had also requested info on which states pioneered peer counseling. From
the replies I received it seems that DC & IN were among the first states,
apparently beginning in the late 1980's.

If you have more info to share regarding this topic, please send it along
to me, and I will update my list.

Cheers for peer power!
