The Office on Women's Health (OWH), under Department of Health and Human
Services is the agency that is primary sponsor of the upcoming Ad Council
campaign.  Their website can be accessed at http://www.4woman.gov  I am
unaware of any National Institute of Women (although that by no means
precludes its existence).  The campaign was designed by the Ad Council
(generators of the "this is your brain on drugs" campaign) and sponsored by
OWH.

You might want to note the CDC NCCDPHP (National Center for Chronic Disease
and Health Promotion) website for information about upcoming CDC
breastfeeding related grants, they will be posted to this site as they
arise.  All breastfeeding promotion activities at CDC are housed within the
Maternal and Child Nutrition Branch.  The cycle for applications for one
grant just closed, but more will be posted as they arise.
http://www.cdc-cafunding.org/peps/ this is another place where they would be
posted.  This will likely be a more fruitful route for funding than DASH -
Division of Adolescent and School Health, which is housed in a different
Center here at CDC.  As far as I know, DASH does not fund breastfeeding
related initiatives, though I may be wrong on that.
