Medela used to have a service for companies whose employees included brf moms.  (Part of that was the research which shows the benefits to companies who 'allow' moms to pump -in terms of less time lost to illness of the employee's child).  
I bet that Medela still has some resources which you could use to design a plan for the VA.  (That is a WONDERFUL opportunity, Pat!)
