Here is a guess from metalurgical engineer Howard Schwitkis and archaeology  
lab supervisor Maisie Morris from the Fort Guijarros Museum Foundation:
 
"Howard thinks t was used for draining or separating something which might  
have corroded other metals. It also could have been used for liquids or  
something solid like grains or chaff. My guess is household implement given it's  
small size. Other than that we have never seen anything like it"
