SUPPORT NEEDED FOR SKAGGS AMENDMENT
 
As previously, this notice is prepared for the preservation community by
Loretta Neumann of CEHP, Inc. for ACRA, the American Cultural Resources
Association, and provided in support of our efforts to retain federal fun=
ding
and regulations for the protection of cultural resources in this country.=

Supporters of Archaeology & Historic Preservation:
 
        We have just learned that Representative Skaggs (Democrat from Colorado)=
 
will offer an amendment TOMORROW morning (Tuesday, June 27) to the Interi=
or
Appropriations bill concerning the Advisory Council on Historic Preservat=
ion.
 We need your help in getting Members of the Appropriations Committee to
support this amendment.
 
BACKGROUND:
        As noted in my message on Friday, the Interior Appropriations Subcommitt=
ee
voted to eliminate the Advisory Council on Historic Preservation and to c=
ut
the Council's funding by two-thirds (from $3 million to $1 million) to cl=
ose
it out in 1996.  Rep. Skaggs' amendment would delete the language in the
Committee's report eliminating the Council and substitute language that w=
ould
retain the Council.  Although the amendment would not increase funds for =
the
Council, it would at least keep alive this very important program.
 Supporters hope that
additional funds can be added later in the Senate.
 
ACTION NEEDED.
        We need phone calls to all Members of the Appropriations Committee today=
=2E
 The committee is scheduled to meet at 8:30 in the morning. URGE THEM TO
SUPPORT REP. SKAGGS' AMENDMENT TO RETAIN THE ADVISORY COUNCIL ON HISTORIC=
 
PRESERVATION.
        =

Dear Chairman Livingston:
 
        On Tuesday, the House Appropriations Committee will continue considerati=
on
of the fiscal 1996 appropriations for the Department of the Interior and
Related Agencies. We are writing to express our concerns about the provis=
ions
of the bill that relate to the historic preservation programs of the Nati=
onal
Park Service and the Advisory Council on Historic Preservation. As a memb=
er
of the Appropriations Committee, your vote on these issues will have a ma=
jor
impact on the future protection of historic resources throughout the Unit=
ed
States.
 
        In particular we urge the following:
 
o       Continued funding for the Historic Preservation Fund and the National
Register programs administered by the National Park Service. We applaud t=
he
Interior Appropriations Subcommittee's decision to continue these program=
s at
their fiscal 1995 levels for the grants to States and Indian Tribes and
historically Black colleges; we were disappointed at the proposed cut in =
the
grant to the National Trust for Historic Preservation.
 
o       Continued funding for the Advisory Council on Historic Preservation, at=
 or
near the $3 million level proposed in the President's budget. We are
extremely disturbed that the current legislation proposes to cut the
Council's funding by two-thirds and to use those funds to eliminate it as=
 a
federal agency.
 
        Historic preservation in the United States represents a partnership amon=
g
many entities=F9the federal government as well as state and local governm=
ents,
Indian tribes and the private sector. As provided under the National Hist=
oric
Preservation Act of 1966, the National Park Service maintains the Nationa=
l
Register, establishes national criteria and standards for the preservatio=
n of
properties on the National Register, and administers the historic
preservation fund. State Historic Preservation Offices implement the nati=
onal
program within their states and provide important assistance to federal
agencies as well as to other state agencies, local communities, and priva=
te
organizations. =
 
 
        The Advisory Council on Historic Preservation, an independent federal
agency, is a critical part of this partnership.  The Council reviews the
effects of federal undertakings on historic properties. Most important, t=
he
Council assures that the taxpaying public has an opportunity to be heard =
when
federal actions could harm their interests in such properties.  =
 
 
        Please support adequate funding for our nation's historic preservation
programs, including the Advisory Council on Historic Preservation, during=
 the
Appropriations Committee's deliberations and throughout the Congressional=
 
passage of this important legislation. Now nearly 30 years old, these
programs have met the test of time. They have adapted and matured. They a=
re
reasonable and cost effective. Most important, they are the keys to
preserving our nation's rich and diverse historic heritage for us and for=
 our
children to learn from and enjoy.
