There is the Guidelines for Historic Bridge Rehabilitation and Replacement, by Harshbarger et al., which has an overview of what makes a bridge historic, and what components can be changed without affecting historic significance:

Many states in the U.S. have prepared bridge management plans that take into account heritage considerations.

I have occasionally seen references to work done for transportation agencies on this listserve. Are any of you aware of guidelines for the conservation of steel or iron heritage bridges or, more specifically, for the evaluation of their heritage value?
