Oh yes. They are unexploded ordnance. If you are on or near a military base, they will have UXO personnel to dispose of things like ammunition (or any of the other interesting explodey things you may find on a base). Outside of that, you should contact your local police department. They will either have the personnel for disposal of UXO or they will be able to find the appropriate military techs for disposal.

I would recommend contacting Nichole Doub -  ([log in to unmask]) Head Conservator at the MAC Lab who has dealt with loaded guns and conservation - maybe get it x-rayed to determine if it is loaded.
