Thanks for the catch, Eric.  That should read:

"While the amounts requested for EHR and each of the divisions contained therein -- including Research on Learning in Formal and Informal Settings (DRL), which houses ISE/AISL -- WOULD SEE INCREASES FROM 3.9% to 6.7%, the ISE/AISL program is slated for that significant cut."

Sean, can you reread your second sentence?  Did you mean to say that EHR has remained stable while ISE has been reduced?  There is a critical verb missing, unless I am misreading (always a possibility.)
