Unfortunately, Sue Ann is correct.  While the amounts requested for EHR and each of the divisions contained therein -- including Research on Learning in Formal and Informal Settings (DRL), which houses ISE/AISL -- the ISE/AISL program is slated for that significant cut. I'm in the process of completing an overview of the President's FY 2013 budget request, which will cover NSF and a number of other Federal agencies, and will share that with ASTC and listserv members as soon as it is ready.  With regard to the proposed cuts to the ISE/AISL program, ASTC's Public Policy Committee, which has been actively engaged on a number of issues over the last year, will be discussing this during our next weekly conference call and will outline our strategic direction in light of this news.  We'll be reaching out for your input and support as this year's appropriations process -- which has really just begun with the release of the FY 2013 budget request -- moves forward.

No it's not. The NSF FY budget request is bigger overall by about 5%. ISE took a really big hit compared to other education programs particularly undergraduate and graduate education programs and research on learning.
