There was a publication, I'll take some time to dig it out of my many drives, that showed that biology teachers  were no more knowledgeable  (accepting of ?) about evolution than non biology teachers. Is this because of belief systems or a history of lousy instruction along the way.

I am concerned that it is not the "cutting edge molecular/genetic biomedical research" where the problem is.  After all Darwin deduced what was going on without 
knowing about genes. And most of our evidence of evolution before the understanding of DNA was fossils and morphology. There is no need to understand "cutting edge molecular/genetic biomedical research" in order to teach evolution on the elementary or high school level or to appreciate it on a personal level. Admittedly some of the best evidence of evolution given the sparsity of the fossil record is from molecular and genetic research.
