We hit this situation in Surrey some years ago, and conducted a 
literature review, and had a lot of discussion in which we concluded 
that "above-ground burial" was preferable to "below-ground burial". 
With "above ground burial", the archives are placed in a storage 
building, without access of any kind unless funded by the researcher.

I'm happy to pass all this on to colleagues in Wales or elsewhere.
