In environments from which they can't voluntarily leave - prisons come
to mind.

Seriously, I don't know of any good answer to Karl's question.  I was
exposed early on through my dad, dumped classical while a teenager and
young adult only to pick it up again when I was in my mid 30's and tired
of progressive rock.  Obviously, that wouldn't have happened without the
early exposure I received.

How about tax credits for those parents who can prove their children are
receiving serious musical instruction?  Our musically inclined Congress
might like the notion, and tax credits always solve problems (while
creating new ones).  Maybe this entire matter needs Superman's intervention.
