I don't have any references for you (hopefully someone else will.)  However,
phenol is used to ablate the nail bed and prevent the nail from growing back
after it is removed for a chronic problem.  It is a topical treatment.  It
is applied for a short time, than a neutralizing agent is applied.  While
phenol causes local tissue destruction (that's why it's used) I would doubt
that a topical treatment of a toenail would cause much absorption or risk to
the infant.
