That's quite a stretch.  Bill didn't say he wanted readers to repeat what
he wrote, just read it carefully enough to understand it.  There is nothing
wrong with Bill or anyone else not minding if performers omit repeat signs;
the sky will not fall, nor will classical music suffer for it.
