A couple of thoughts...

First, as to outdoor material - google hydrostone - pretty easy  
casting material and lasts and lasts  google hydrostone or sculpture  
supply...second there are some polyurethanes that can be applied over  
foam cores. again, google for foam sign suppies...i know there's a  
big supplier outside of atlanta i've dealt with  http:// 
www.demandproducts.com/ent.html if they were completely encased they  
should last a long, long, long time.

not sure what you mean by tamperproof....or what size you need....   
just make sure you use stainless
