A colleague is seeking advice about restoring an Enigma cipher
machine from the late 1930s/early 1940s to working-order for use in
lectures and demonstrations. Advice about restorers and how to gauge
their credentials would be very much appreciated (the National
Cryptological Museum apparently could not help).

Assuming there's a choice, would you rather go for:
* a skilled tinkerer who has already worked on other WWII era cipher machines,
  or
*a museum conservator who has worked on other machines that combine
gears/electrical connections but not on cipher machines as such?

What documentation of the restoration should be required?
What's the going rate for such work?
What other questions should the colleague be asking?
