 When I did a formula price/cost survey in my own city, I found a similar
situation. There is a chain of food markets that is popular with Hispanics
and they have the WIC-contracted formula brand under lock and key. The
posted prices were uniformly higher than at other grocery chains, although
all of them also take WIC coupons. These Hispanic moms were being ripped
off and I don't think they were aware of the situation. The store still got
the same reimbursement as all the other stores, but when mom had to buy
more than the basic amt because baby was growing, they paid an excessive
price. But they liked the store because it carried Hispanic-brand food
products.
