I would think that fat intake is fine. Many cultures do not consume cow's
milk. In our "abnormal" western culture, infants' mostly formula feed to
about 12 mos then go on whole milk til age 2 then go on low fat milk. Since
the toddler in question is normally feeding, that is to say, breastfeeding,
and hopefully will go on to breastfeed a while longer, and seeing that other
foods are being eaten, I would reassure the mother that this baby is really
getting better nutrition than his counterparts who are being fed the other
way (not bf).
