Citing articles is the norm for information dissemination, and for referencing. If an individual makes a small precis from a cited article, than the article loses objectivity, and inherent factual value--unless the author is well known and if you agree with the author, then the article is useful, maybe. Yes, it is frustrating to be unable to read cited articles, but interlibrary loan, and all of the beekeepers on the net should allow for fairly good availability of cited articles to those who cannot look them up. The age of on-line, hypertext available documentation is not quit here yet. Using a library (hard copy based) is still a very valuable experience.
