    Is it possible that the bees you are seeing are on their
    last legs, so to speak?  I've noticed that the older
    workers' wings get pretty beaten up towards the end of
    their lifespan, almost to the point of being worn away.
    That could account for the other bees dumping them in
    front of the hive.
