Provide a service to make beekeepers want to register and perhaps they will. The water is so poison that no one will drink at that well, find a new source. There are stellar inspection programs out there (Maine and Pa have been recently mentioned). The inspection program in NYS is FUBAR! The last new truck I bought was after my previous truck reached the point that fixing the current problem only bought time before the next problem came up. It was time for a new truck.
