I agree with Aaron, however with a cavat.  10 frames
the first time until they are drawn out.  Once drawn
out you can reduce to 9 or 8.  In some cases that can
be the same year they are drawn. 

You start with 10 so that the bees won't draw cross
comb with the unusual spacing provided by 9 or 8 frame
foundation starts.
