It is a legitimate argument but the reaction of the Board will be - fine, so we can remove one more hazard, not matter how slight. A better approach is with the model ordinances which will appeal to the Board since "others do it so we will be just like everyone else"... which appeals bureaucrats. It becomes a managed risk. Human nature, being what it is, does not always listen to reason, especially in our current zero risk society. We drive cars but fear plane crashes, yet our chances of being killed in a car is much greater than if we flew every day. We will eat organic veggies which have been shown to have a fairly high chance of being contaminated with night soil and not trust supermarket veggies because of the remote chance that pesticides are present. Follow the threads on this list on "natural" vrs "chemical" beekeeping. Gets irrational quickly.
