I think it probably is a queen excluder.  With two of them you could
confine a queen to a single frame ensuring larvae of a consistent age for
grafting?
There are still plastic dividers sold to divide hives into two nucs,
confine queens etc.  Typically though they are solid with only a small area
functioning as a queen excluder to let bees come in.  They also are
adjustable to provide a good fit to the bottom and sides.
