We looked into something along this line--both the Ag Commissioner and
County Council choked on the complexity of enforcing such a plan.  I'd love
to see your solution, in the form of an ordinance, spelled out.

In our ordinance, any hobbyist is free to keep up to 9 hives anywhere.  Our
restrictions apply only to beekeepers keeping more than 10 hives.  The
simplest way to spread us out was to do so by granting new apiary sites on
a first-come basis.  We are grandfathering in all already-established sites.
